Jefferson Morley has alleged that the citation for a medal that Joannides received in 1981 would show
The question remains whether Joannides' "distinctly exceptional achievements" included concealment of information about JFK's assassination. The top law enforcement officer in the District of Columbia asserts there is no evidence of that but the CIA is withholding the records that could confirm (or refute) his claim.
In short, Joannides was honored for concealing material facts from JFK investigators. This fact does not benefit the CIA but it does benefit the American public. It tells us the JFK assassination cover-up was officially sanctioned by the CIA.
Based on these records and interviews with several dozen people who knew him, I think Joannides was a “clean-up man” for a CIA operation involving Oswald before and after JFK was killed. I think that’s why he received a medal in 1981 and that’s why the reasons he received the medal are still top secret 44 years later.

So, it appears that Joannides did not come out of retirement to work with the HSCA but he already supervised a large staff whose mission, amongst others, was to work with congressional committees:
The primary responsibility of this staff was to handle all programming and budgeting for the Division (over 900 personnel at the time, and with a budget of about $50,000.000), to handle all Freedom of Information Act and Privacy Act inquiries and Congressional inquiries ...
Doc. No. 6: In a memo recommending Joannides for a Career Intelligence Medal, the CIA cited his handling of Cuban student agents in 1963 and his stonewalling of congressional investigators in 1978.
But, of course, the memo says nothing of the sort.
