Plumlee was arrested "for having attempted to pass a forged check at Morehouse Fashions on 1/29/59." Plumlee admitted to "having passed checks in numerous sections of the country."
Plumlee was interviewed on January 30, 1959 and claimed he had flown two loads of weapons to Cuba but after taking off with a third load "became frightened, turned around, flew back to his takeoff point and deserted the aircraft."
Plumlee received a sixty-day sentence for passing bad checks.

The FBI noted the the possible "theft of weapons and ammunition from a National Guard Armory in Akron." Here is a document about that theft.
Plumlee had "difficulty recalling dates, addresses and employment" during the interview.

Plumlee tells the FBI that he "had forged a pilot's license." The FBI noted that he "was at times vague about details ..."

Plumlee alleged four Bureau of Customs agents were receiving pay-offs but the FBI noted that he was "basing his statement in this regard upon hearsay or that he possessed additional information which he would not divulge, since his statements were vague and contradictory."


The last paragraph says it all:
During the course of the above interview with Plumlee it was noted that he told a very confusing, illogical story, with a complete lack of specifics, and that he has indicated that he has, in the past, used his imagination for the purpose of making his story more believable, that is, in that he has admitted making up names of persons allegedly contacted by him.


Tosh Plumlee might well have flown some arms to Cuba. But, it's hard to tell. He is no doubt some type of adventurer who got involved in all sorts of stuff -- but he always felt the need to make up stories as well. And so you will never know exactly what is fact and what is fiction with Plumlee.
